Bill moved to Virginia in 1975 after practicing in Illinois for two years after graduating from the University of Michigan Law School. He served as an Assistant Attorney General in the Education Section from 1975-78, as Richmond City School Board Attorney from 1978-81, and as Richmond City Attorney from 1981-85. He started his own firm that year and, in addition to representing local and regional government clients, has represented the Virginia Education Association and various private sector clients. Bill has taught the course on the Virginia Public Procurement Act for the Virginia Association of Local Government Purchasing for the past 15 years.
